About CSSC London
In 2003, CSSC London took over the management of facilities and activities for CSSC members in London from preceding bodies - London Region, Chiswick and Chadwick Street.
Following the closure of Chiswick and then Chadwick Street, CSSC London again became London Region during 2011.

Chadwick Street closure
In January CSSC proposed the closure of the Chadwick Street club. The London Management Board argued against this proposal, in correspondence with CSSC’s Chairman, David Bell, and submitted to CSSC a costed plan to cut costs and keep Chadwick Street open. David Bell's letter of 12 April reported the overwhelming view of the CSSC's Management Board that the original closure proposal made in December 2010 should stand and that Chadwick Street should close by June 2011. The Chadwick Street club closed on Friday 27 May 2011. For further information and background see below.
The proposed closure of Chadwick Street, together with developments in the organisation and delivery of benefits and services for CSSC members in London, was announced by CSSC on 11 January 2011:
January 2011: Important developments within CSSC London
Important developments in the organisation and delivery of benefits and services for CSSC members in London were announced by CSSC on 11 January 2011.
With over 24,000 CSSC members across the London region, ensuring that everyone has access to a popular, attractive and a great value package of events, activities, benefits and services is key to the success of the region.
The announcement provided information on several important topics but, in particular, dealt with two main subjects:
- Information about the intended closure of the Civil Service Recreation Centre in Chadwick Street, SW1 from the summer of 2011
- The unveiling of a new Districts structure within London to help members to get involved with CSSC where it suits them best.
CSSC have sent an open letter to all members in London, outlining the changes.

- Q and A briefing note (PDF 50KB) sent on 17 February to a Chadwick Street sport club member by CSSC (John Butterfield and Peter Mayers) which summarises CSSC’s position on a range of issues raised. (The London Management Board was not involved in the preparation of this briefing note.)
- Letter of 12 January from David Bell to Sir Gus O’Donnell (Head of the Civil Service) (PDF 100KB) about the closure – this was copied to all Permanent Secretaries but may not have been cascaded down to Departmental Associations. (This letter was not seen by LMB members until 4 February.)

"Intention to demolish" notices are displayed at Chadwick Street, reflecting an application to Westminster Council. We are assured by CSSC that this is a precautionary measure which reflects the need to plan for avoiding business rates (if the building is not in use we are told that it will continue to attract business rates). (The London Management Board was not consulted before these measures were set in motion.)
Background
- In response to the proposed decision by CSSC nationally to close Chadwick Street, the CSSC London Management Board urgently put in place a Working Group to look carefully at all the issues around the proposed closure.
- The Working Group was asked to look at all options, particularly those which might help us to avoid closure or a complete closure, including any which might generate new income from the building.
- The London Management Board is keen to look after the majority interests of members. Our goals are to ensure that our budgets are used to generate as much activity as possible from which as many members as possible can benefit. We wanted to ensure – as far as possible – that the closure does not result in the loss of events or activities that currently take place – and that we can secure provision to supply facilities which are overall at least as good.
Changes at Chiswick
The Civil Service Sports Council and Kings House School announced that the operation of the Civil Service Sports Ground at Dukes Meadows transferred to the School on 31 August 2010.
Under the terms of the agreement, CSSC teams and Departmental Associations will have preferential booking rights, outside the School's own usage requirements for the pitches, at predetermined charges, similar to those which the CSSC expected to charge in future years. Also, the provision of social facilities is being reviewed.
CSSC, through its ROKO Health Club joint venture company, remains committed to the provision of the new family friendly health club. CSSC and Kings House School have agreed draft plans for the new health club which include provision of new changing and social facilities, and additional floodlit tennis courts which can be used by the School and those booking activities at the ground.
Background
CSSC and Kings House School announced on 12 April 2010 that they have reached agreement to transfer the operation of the Civil Service Sports Ground at Dukes Meadows to the School.
Following a review of civil service usage of Chiswick, and the costs involved with the maintenance of the club and ground, CSSC announced on 3 March 2009 that it would be partially closing the facilities with effect from 14 September 2009.
The changes were intended to allow the majority of usage of Chiswick by CSSC members to continue. They involve closure of the clubhouse and bowling green, and a reduction in grass tennis courts and cricket pitches. The changing rooms would remain in use, and new facilities for light snacks and non-alcoholic drinks would be provided.
